Execution Gateway
Executes only when both valid cover and mandate approval are present.
Every spend goes through one decision, in this order: cover, mandate, simulation.

Outcomes#
| Outcome | Meaning |
|---|---|
approved | Both gates passed. In live mode the transaction executes. |
denied | At least one check failed. reasons says which. |
pending | Both gates passed, and the amount is above the approval threshold. |
Transaction Simulation#
Evaluates transaction effects before blockchain submission. The simulation object shows the balance before and after. A failed simulation is denied with SIM_BALANCE.
Dry-Run Mode#
Returns the full decision without executing, so teams can test an agent safely. A dry run is recorded with mode: "dry_run" and never moves a balance.
